Detailed guide

What is an Employer of Record?

An Employer of Record (EOR) is the legal employer of your team in Morocco. You direct the work and manage performance; WEEPO signs the employment contract, runs payroll, and ensures compliance with Moroccan labour law and CNSS.

This model suits foreign companies testing the market, hiring remotely, or running a client project — without the cost and delay of a Moroccan subsidiary (often 2–4 months to incorporate).

EOR is not umbrella company: you are the client company directing the work; WEEPO is the legal employer in Morocco.

Who is EOR in Morocco for?

EU/US startups and scale-ups wanting a first tech, design or support hire without creating an entity.

Consultancies and agencies staffing client missions in Morocco compliantly.

Companies in market-test phase: 1 to 20 employees before considering a subsidiary.

Split of responsibilities

EOR HR meeting between Moroccan and European teams

WEEPO: employment contracts, CNSS affiliation, monthly payroll, payslips, income tax and contributions, amendments, legal offboarding.

You: operational management, goals, tools (Slack, Jira, GitHub), performance reviews, project direction.

The employee: delivers the mission under your management, with a Moroccan contract and MAD salary.

2026 payroll and charges (LF 50-25)

Employee contributions: 6.74% on the first MAD 6,000 of gross (CNSS + AMO), then 2.26% AMO above.

Employer charges: 21.09% on the first MAD 6,000 of gross, then 12.11% above (family allowances, AMO, vocational training tax).

CNSS monthly cap: MAD 6,000 on pension/sickness base.

Progressive income tax: brackets from 0% to 37% with professional deduction.

EOR vs incorporating a local entity

If you plan a large permanent team or need to invoice Moroccan clients locally, a subsidiary may eventually make sense.

For most international companies, EOR is the fastest path to a compliant first hire — often 1–2 weeks vs several months.

Compare both options in our EOR vs local entity guide.

Employer of Record Morocco: cost and timeline

On timing, most onboardings complete within 1–2 weeks after contractual validation, versus often 2–4 months to incorporate a subsidiary.

The monthly cost of an EOR employee in Morocco has three components, invoiced to the client company:

  • Gross salary agreed with the employee, paid in MAD.
  • Employer charges: 21.09% on the first MAD 6,000 of gross, then 12.11% above (CNSS, AMO, family allowances, vocational training tax).
  • WEEPO service fee: contracts, payroll, filings and employment law guidance. Model the total with our EOR cost estimator.

Employer of Record vs umbrella company (portage salarial)

Both models rely on a Moroccan employment contract with WEEPO, but the initiative comes from a different side.

  • Employer of Record: your company recruits, sets the salary and directs the work. WEEPO is the legal employer and invoices you employment cost plus its service fee.
  • Umbrella company: an independent consultant finds their own clients and negotiates their day rate. WEEPO invoices the client and turns that revenue into salary. See umbrella company Morocco.
  • For a foreign company that wants someone embedded in its team long term, EOR is the right model. For a one-off mission with a Moroccan freelancer who already invoices, umbrella may be enough.

The Moroccan talent market

Casablanca, Rabat and Marrakech concentrate bilingual FR/EN tech, design and support profiles.

GMT+1 timezone: synchronous collaboration with Europe without overnight teams.

Total employment cost often 40–60% lower than France for equivalent skills — depending on role and seniority.

Frequently asked questions

What is an Employer of Record in Morocco?

An EOR is a third party that legally employs your staff in Morocco. You manage the work; the EOR handles contracts, payroll, CNSS, and local compliance.

How long does it take to hire through WEEPO?

Most onboardings complete within 1–2 weeks after contractual validation and employee documents.

Do I need a Moroccan subsidiary to use EOR?

No. EOR lets foreign companies hire without a local entity.

What does WEEPO handle vs the client company?

WEEPO: contracts, payroll, CNSS, filings. You: management, tools, performance.

How much does EOR cost in Morocco?

EOR service fees + gross salary + employer charges (21.09% on the first MAD 6,000 of gross, 12.11% above). The WEEPO EOR estimator calculates the total for your target gross.

Can we move from EOR to a subsidiary later?

Yes. Many clients start with EOR and transfer to a subsidiary when volume justifies it.

What is the difference between Employer of Record and umbrella company in Morocco?

With EOR, your company hires and manages the employee while WEEPO is the legal employer. With umbrella, the consultant finds their own clients and WEEPO converts their invoicing into salary.

What employer charges apply on top of gross salary in Morocco?

21.09% on the first MAD 6,000 of gross, then 12.11% above (CNSS, AMO, family allowances and vocational training tax), plus the EOR service fee. The employee separately bears 6.74% contributions up to MAD 6,000, then 2.26% above, and income tax withheld at source.

Can I hire just one person through EOR in Morocco?

Yes. EOR lets you start with a single hire and grow the team later, without setting up a local entity.
